PHL has a strong track record of delivering both open market and affordable housing in partnership with Westmorland and Furness Council. Following the successful completion of the high-quality developments at Carleton Meadows and Woodberry Heights, which adjoin the proposed development site, PHL has more recently worked with the LPA to deliver the strategic allocation at Saddleback View, Penrith. The development is currently under construction and is making an important contribution to the Council’s housing land supply.

Site Location

The site is located to the immediate east of Persimmon Homes’ Carleton Meadows and Woodberry Heights developments. As a result, the site benefits from strong connectivity to the surrounding road network and convenient access to local community facilities.

The Proposed Development

Persimmon Homes Lancashire is proposing a new residential development comprising a mix of three, four and five-bedroom open market homes, alongside one, two and three-bedroom affordable homes.

The scheme has been carefully designed to complement the character of the surrounding residential area, creating an attractive and family-friendly extension to the existing community. The development is expected to deliver around 60 new homes, including 30% affordable housing.

The Council previously identified the site for a new primary school; however, the Local Education Authority has confirmed that additional school provision is no longer required on the site, with developer contributions instead directed towards extending Beaconside Church of England Primary School. Those additional pupil spaces are now available.

Design and Layout

The proposed development has been designed around landscaped streets and green spaces, creating a practical and attractive environment for future residents.

Homes will benefit from private gardens and driveways and will be designed to be energy efficient, helping to reduce household running costs. The proposals also include active travel connections to encourage walking and cycling throughout the site and surrounding area.

Extensive public open space and an equipped youth area are also proposed as part of the development.

Landscape and Environment

The existing watercourse, hedgerows and stone walling will be retained wherever possible, helping the development remain in keeping with the surrounding landscape and existing development pattern.

The proposals also include sustainable drainage features, including an attenuation basin, alongside new planting to enhance biodiversity and improve the visual appearance of the site.

Community Benefits

The development aims to address the identified local housing need within the area by delivering a range of market and affordable homes.

The proposals would also provide significant public open space, improved landscaping and enhanced recreational opportunities for existing and future residents. 

Consultation and Next Steps

Persimmon Homes is seeking feedback from the local community and stakeholders as part of the pre-application consultation process.
